Stormherald is a Power Augment. When obtained, using Raijin Call will instead fire a fan of 5 projectiles horizontally outwards, upwards, and diagonally-upwards. Additionally, the energy cost of Raijin Call gets increased to 60, and the damage gets increased to 8.0x Power Strength.
